Yesterday (3-5-6) more than 170 professionals gathered in London for the second annual conference: Offenders’ Learning, Skills and Employability 2006. It was hosted by Neil Stewart Associates and supported by the LSC, National Literacy Trust and Forum on Prisoner Education (FPE).

The mood of the conference was best summed up by Harry Quinton (CEO of The Foundation Training Co.), who observed that we are at a crossroads in the development of offender learning and skills.  How we perform now will influence the battle against re-offending for years to come.  Increased attention from government over the last five years is reaching a crescendo of activity, with the introduction of the new Offender Learning and Skills Service and its integration with the National Offender Management Service, itself a recent innovation.
